When heavy rains fall quickly on a city, the water cannot soak into the ground because much of the surface is covered by pavement. As a result, storm drains fill up fast and nearby creeks rise. The rushing water carries soil, trash, and oil from streets into the waterways, which harms fish and plants. The flooded creeks can also spill into parks and basements, causing damage. To reduce these problems, some neighborhoods install rain gardens. These shallow, planted areas absorb runoff so less water reaches the drains during a storm. Because the rain gardens slow the flow, more dirt settles out before the water reaches a creek. Therefore, heavy storms still happen, but their effects are smaller where the city has many places for water to soak in.
