It was the work of Darius to provide for his dominions a stable government which should preserve what the sword had won. The problem was difficult. The empire was a collection of many people widely different in race, language, customs, and religion. Darius did not attempt to weld the conquered nations into unity. As long as the subjects of Persia paid tribute and furnished troops for the royal army, they were allowed to conduct their own affairs with little interference from the Great King.

The Royal Road from Susa, the Persian capital, to Sardis in Lydia was over fifteen hundred miles long; but government couriers, using relays of fresh horses, could cover the distance within a week. An old Greek writer declares with admiration that "there is nothing mortal more swift than these messengers."

The prehistoric period is commonly divided, according to the character of the materials used for tools and weapons, into the Age of Stone and the Age of Metals. The one is the age of savagery; the other is the age of barbarism or semi-civilization.

Man's earliest implements were those that lay ready to his hand. A branch from a tree served as a spear; a thick stick in his strong arms became a powerful club. Later, perhaps, came the use of a hard stone such as flint, which could be chipped into the forms of arrowheads, axes, and spear tips. The first stone implements were so rude in shape that it is difficult to believe them of human workmanship. They may have been made several hundred thousand years ago. After countless centuries of slow advance, early people learned to fasten wooden handles to their stone tools and weapons and also to use such materials as jade and granite, which could be ground and polished into a variety of forms. Stone implements continued to be made during the greater part of the prehistoric period. Every region of the world has had a Stone Age. Its length is reckoned, not by centuries, but by millennia.

The Age of Metals, compared with its predecessor, covers a brief expanse of time. The use of metals came in not much before the dawn of history. The earliest civilized peoples, the Babylonians and Egyptians, when we first become acquainted with them, appear to be passing from the use of stone implements to those of metal. Copper was the first metal in common use. The credit for the invention of copper tools seems to belong to the Egyptians. At a very early date they were working the copper mines on the peninsula of Sinai. The Babylonians probably obtained their copper from the same region. Another source of this metal was the island of Cyprus in the eastern Mediterranean. The Greek name of the island means "copper." But copper tools were soft and would not keep an edge. Some ancient smith, more ingenious than his fellows, discovered that the addition of a small part of tin to the copper produced a new metal—bronze—harder than the old, yet capable of being molded into a variety of forms. At least as early as 3000 BCE we find bronze taking the place of copper in both Egypt and Babylonia. Somewhat later bronze was introduced into the island of Crete, then along the eastern coast of Greece, and afterwards into other European countries.

The introduction of iron occurred in comparatively recent times. At first it was a scarce, and therefore a very precious, metal. The Egyptians seem to have made little use of iron before 1500 BCE They called it "the metal of heaven," as if they obtained it from meteorites. In the Greek Homeric poems, composed about 900 BCE or later, we find iron considered so valuable that a lump of it is one of the chief prizes at athletic games. In the first five books of the Bible iron is mentioned only thirteen times, though copper and bronze are referred to forty-four times. Iron is more difficult to work than either copper or bronze, but it is vastly superior to those metals in hardness and durability. Hence it gradually displaced them throughout the greater part of the Old World.

There was a little stream in ancient times, in the north of Italy, which flowed eastward into the Adriatic Sea, called the Rubicon. This stream has been immortalized by the transactions which we are now about to describe.

The Rubicon was a very important boundary, and yet it was in itself so small and insignificant that it is now impossible to determine which of two or three little brooks here running into the sea is entitled to its name and renown. In history the Rubicon is a grand, permanent, and conspicuous stream, gazed upon with continued interest by all mankind for nearly twenty centuries; in nature it is an uncertain rivulet, for a long time doubtful and undetermined, and finally lost.

The Rubicon originally derived its importance from the fact that it was the boundary between all that part of the north of Italy which is formed by the valley of the Po, one of the richest and most magnificent countries of the world, and the more southern Roman territories. This country of the Po constituted what was in those days called the hither Gaul, and was a Roman province. It belonged now to Cæsar's jurisdiction, as the commander in Gaul. All south of the Rubicon was territory reserved for the immediate jurisdiction of the city. The Romans, in order to protect themselves from any danger which might threaten their own liberties from the immense armies which they raised for the conquest of foreign nations, had imposed on every side very strict limitations and restrictions in respect to the approach of these armies to the capital. The Rubicon was the limit on this northern side. Generals commanding in Gaul were never to pass it. To cross the Rubicon with an army on the way to Rome was rebellion and treason. Hence the Rubicon became, as it were, the visible sign and symbol of civil restriction to military power.

In all matters of government, the Greek democracy recognised only one class of citizens—the freemen. Every Greek city was composed of a small number of free born citizens, a large number of slaves and a sprinkling of foreigners.

At rare intervals (usually during a war) the Greeks showed themselves willing to confer the rights of citizenship upon the "barbarians," as they called the foreigners, but this was an exception. Citizenship was a matter of birth. You were an Athenian because your father and your grandfather had been Athenians before you. The slaves did all the cooking and baking and candlestick making of the entire city. They were the tailors and the carpenters and the jewelers and the school-teachers and the bookkeepers and they tended the store and looked after the factory while the master went to the public meeting to discuss questions of war and peace, or visited the theatre to see the latest play of Aeschylus or hear a discussion of the revolutionary ideas of Euripides, who had dared to express certain doubts upon the omnipotence of the great god Zeus.

Indeed, ancient Athens resembled a modern club. All the freeborn citizens were hereditary members, and all the slaves were hereditary servants who waited upon the needs of their masters, and it was very pleasant to be a certain member of the organisation.

When we talk about slaves, we do not mean the sort that once existed in the United States. It is true that the position of those slaves who tilled the fields was a very unpleasant one, but the average freeman who had come down in the world and who had been obliged to hire himself out as a farm hand led just as miserable a life. In the cities, furthermore, many of the slaves were more prosperous than the poorer classes of the freemen. For the Greeks, who loved moderation in all things, did not like to treat their slaves after the fashion that afterward was so common in Rome, where a slave had as few rights as an engine in a modern factory and could be thrown to the wild animals upon the smallest pretext.

Some, including Walter, reached Constantinople, where they awaited Peter and his companions. The Hermit, who had the same difficulties to contend with in marching through Hungary and Bulgaria, reached Constantinople with his army greatly reduced, and in a most deplorable condition. Here he and Walter joined forces. They were hospitably received by the emperor, but their riotous conduct soon wearied out his patience, and he was glad to listen to a proposal to help them at once pass into Asia.

The rabble accordingly crossed the Bosphorus, and took up their quarters in Bethynia. Here they became perfectly ungovernable, ravaging the country around, and committing incredible excesses; at length Peter, utterly disgusted and despairing, left them to their own guidance and returned to Constantinople. The bravest of them were annihilated in a battle fought near Nice, Walter the Penniless falling with seven mortal wounds. Between two and three thousand alone escaped. The emperor dismissed them, with orders to return home, and thus ended the disastrous expedition of Walter the Penniless and Peter the Hermit.

The fifteen thousand Germans led by Gottschalk never reached Constantinople, being slaughtered or dispersed during their passage through Hungary. Thus, within a few months, upward of a quarter of a million of human beings were swept out of existence. And they had spent their lives, without one important result having been accomplished. This was the worst paroxysm of the madness of Europe.

Poisoned wounds, inflicted by the fangs of the rattlesnake, are happily rarer each year, since, as the country is becoming more populated, the crotalus is rapidly being exterminated. Yet, considering the disregard that characterizes the cowboy in his treatment of this reptile, it is astonishing that this class of injury is not more common.

It is the invariable custom among the cattlemen to dismount and destroy these snakes whenever they are seen. This is readily accomplished, since a slight blow will break the back. This blow is, however, generally delivered by means of the quirt, a whip not over two and a half feet long, and hence a weapon which brings the one who wields it in unpleasant proximity to the fangs of the reptile. A still more dangerous practice, and one which I have frequently seen, is a method of playing with the rattlesnake for the humor of the cowboy at the expense of a "tenderfoot." It is well known that unless a snake is coiled or in other specific positions, it cannot strike. On this theory, a mounted cowboy first puts a rattler to flight, then seizes it by the tail, and, swinging it so rapidly around his head that it is impossible for it to strike, sets off in pursuit of whoever has exhibited the most terror at the sight of the reptile. When within fair distance, he hurls the snake at the unfortunate victim, in the full assurance that even should it hit him it cannot bury its fangs in his flesh, since it cannot coil until it reaches the ground. This is a jest of which I have frequently been the victim, nor have I yet learned to appreciate it with unalloyed mirth.

The first case of rattlesnake wound to which I was called occurred in 1885. A cowboy was bitten on the foot, the fang penetrating through the boot. I saw him about twenty-four hours after he was struck. There was enormous swelling, extending up to the knee. There was no special discoloration about the wound; in fact, the swelling disguised this to such an extent that it was impossible to determine exactly where the fangs had entered. The patient was suffering great pain. His mind was clear, but he was oppressed with a dreadful anxiety.

Since William II of Germany ascended the throne as German Emperor and King of Prussia on June 15, 1888, the eyes of Europe have been fixed on him. The press of the world delights in showing up his weak points, and the "war lord" undoubtedly has them, but, at the same time, he has qualities which are to be admired and which make him conspicuous among the rulers of Europe.

He is popular in Germany, and it is not surprising, for, in spite of being autocratic to the last degree, he is honest, courageous, ambitious, hard working, and a thorough German, being intensely patriotic. Indeed, if the people of Germany had the right to vote, they would undoubtedly choose their present ruler, for, while the virtues we have named may seem commonplace, they are not so when embodied in an emperor. One thing which places William at a disadvantage is his excessive frankness. His mistakes have largely resulted from his impulsive nature coupled with chauvinism, which is, perhaps, excusable, in a ruler.

Since the time when William was a child, he evidenced a strong desire to become acquainted with the details of the office to which his lofty birth entitled him. In the army he has worked his way up like any other officer and has a firm grasp on all the multifarious details of the military establishment of the great country. He believes in militarism, or in force, to use a more common expression, but in this he is right, for it has taken two hundred and fifty years to bring Prussia to the position it now holds, and what it has gained at the point of the sword must be retained in the same way. The immense sacrifices which the people make to support the army and navy are deemed necessary for self-preservation, and with France on one side and Russia on the other, there really seems to be ample excuse for it.

Spain cannot be said to have been a powerful state until the reign of Ferdinand and Isabella; when the crowns of Castile and Aragon were united, and when the discoveries of Columbus added a new world to their extensive territories. Nor, during the reign of Ferdinand and Isabella, was the power of the crown as absolute as during the sway of the Austrian princes. The nobles were animated by a bold and free spirit, and the clergy dared to resist the encroachments of royalty, and even the usurpations of Rome. Charles V. succeeded in suppressing the power of the nobles, and all insurrections of the people, and laid the foundation for the power of his gloomy son, Philip II. With Philip commenced the grandeur of the Spanish monarchy. By him, also, were sown the seeds of its subsequent decay. Under him, the inquisition was disgraced by ten thousand enormities, Holland was overrun by the Duke of Alva, and America conquered by Cortes and Pizarro. It was he who built the gorgeous palaces of Spain, and who, with his Invincible Armada, meditated the conquest of England. The wealth of the Indies flowed into the royal treasury, and also enriched all orders and classes. Silver and gold became as plenty at Madrid as in old times at Jerusalem under the reign of Solomon. But Philip was a different prince from Solomon. His talents and attainments were respectable, but he had a jealous and selfish disposition, and exerted all the energies of his mind, and all the resources of his kingdom, to crush the Protestant religion and the liberties of Europe.

Among the first acts of his reign was the effort to extinguish Protestantism in the Netherlands. The opinions of Luther and Calvin made great progress in this country, and Philip, in order to repress them, created new bishops, and established the Inquisition. The people protested, and these protests were considered as rebellious.

At the head of the nobility was William, the Prince of Orange, on whom Philip had conferred the government of Holland, Zealand, Friesland, and Utrecht, provinces of the Netherlands. He was a haughty but resolute and courageous character, and had adopted the opinions of Calvin, for which he lost the confidence of Philip. In the prospect of destruction,he embraced the resolution of delivering his country from the yoke of a merciless and bigoted master. Having reduced the most important garrisons of Holland and Zealand, he was proclaimed stadtholder, and openly threw off his allegiance to Spain. Hostilities, of course, commenced and would rage for several brutal years.

A medieval village usually contained several classes of laborers. There might be a number of freemen, who paid a fixed rent, either in money or produce, for the use of their land. Then there might also be a few slaves in the lord's household or at work on his domain. By this time, however, slavery had about died out in Western Europe. Most of the peasants were serfs.

Serfdom represented a stage between slavery and freedom. A slave belonged to his master; he was bought and sold like other belongings. A serf had a higher position, for he could not be sold apart from the land nor could his holding be taken from him. He was fixed to the soil. On the other hand, a serf ranked lower than a freeman, because he could not change his house, nor marry outside the manor, nor hand down his goods, without the permission of his lord.

From March 18 to May 20, 1799—for more than sixty days and nights, that is—a little, half-forgotten, and more than half-ruined Syrian town was the scene of one of the fiercest and most dramatic sieges recorded in military history. And rarely has there been a struggle so apparently one-sided.

A handful of British sailors and Turkish irregulars were holding Acre, a town without regular defenses, against Napoleon, the most brilliant military genius of his generation, with an army of 10,000 war-hardened veterans, the "Army of Italy"—soldiers who had dared the snows of the Alps and conquered Italy, and to whom victory was a familiar experience. In their ranks military daring had reached, perhaps, its very highest point. And yet the sailors inside that ring of crumbling wall won! At Acre Napoleon experienced his first defeat; and, years after, at St. Helena, he said of Sir Sidney Smith, the gallant sailor who baffled him, "That man made me miss my destiny." It is a curious fact that one Englishman thwarted Napoleon's career in the East, and another ended his career in the West, and it may be doubted which of the two Napoleon hated most—Wellington, who finally overthrew him at Waterloo, or Sidney Smith, who, to use Napoleon's own words, made him "miss his destiny," and exchange the empire of the East for a lonely pinnacle of rock in the Atlantic.
