To speak for labor; to plead the cause of the men and women and children who toil; to serve the working class, has always been to me a high privilege; a duty of love.

I have just returned from a visit over yonder, where three of our most loyal comrades are paying the penalty for their devotion to the cause of the working class. They have come to realize, as many of us have, that it is extremely dangerous to exercise the constitutional right of free speech in a country fighting to make democracy safe in the world.

I realize that, in speaking to you this afternoon, there are certain limitations placed upon the right of free speech. I must be exceedingly careful, prudent, as to what I say, and even more careful and prudent as to how I say it. I may not be able to say all I think; but I am not going to say anything that I do not think. I would rather a thousand times be a free soul in jail than to be a sycophant and coward in the streets. They may put those boys in jail—and some of the rest of us in jail—but they cannot put the Socialist movement in jail. Those prison bars separate their bodies from ours, but their souls are here this afternoon. They are simply paying the penalty that all men have paid in all the ages of history for standing erect, and for seeking to pave the way to better conditions for mankind. If it had not been for the men and women who, in the past, have had the moral courage to go to jail, we would still be in the jungles.

I proceed to inquire whether the federal government or the state governments will have the advantage with regard to the predilection and support of the people. Notwithstanding the different modes in which they are appointed, we must consider both of them as substantially dependent on the great body of the citizens of the United States. I assume this position here as it respects the first, reserving the proofs for another place. The federal and state governments are in fact but different agents and trustees of the people, constituted with different powers, and designed for different purposes. The adversaries of the Constitution seem to have lost sight of the people altogether in their reasonings on this subject, and to have viewed these different establishments not only as mutual rivals and enemies, but as uncontrolled by any common superior in their efforts to usurp the authorities of each other. These gentlemen must here be reminded of their error. They must be told that the ultimate authority, wherever the derivative may be found, resides in the people alone, and that it will not depend merely on the comparative ambition or address of the different governments, whether either, or which of them, will be able to enlarge its sphere of jurisdiction at the expense of the other. Truth, no less than decency, requires that the event in every case should be supposed to depend on the sentiments and sanction of their common constituents.

I make no attack upon Mr. Rockefeller personally. I do not in the least dislike him. If he were in need, and it were in my power to serve him, I should serve him as gladly as I would any other human being. I have no quarrel with Mr. Rockefeller personally, nor with any other capitalist. I am simply opposing a social order in which it is possible for one man who does absolutely nothing that is useful, to amass a fortune of hundreds of millions of dollars, while millions of men and women who work all of the days of their lives secure barely enough for existence.

This order of things cannot always endure. I have registered my protest against it. I recognize the feebleness of my effort, but, fortunately, I am not alone. There are multiplied thousands of others who, like myself, have come to realize that before we may truly enjoy the blessings of civilized life, we must reorganize society upon a mutual and cooperative basis; and to this end we have organized a great economic and political movement that spreads over the face of all the earth.

There are today upwards of sixty millions of Socialists, loyal, devoted adherents to this cause, regardless of nationality, race, creed, color, or sex. They are all making common cause. They are spreading the propaganda of the new social order. They are waiting, watching, and working through all the hours of the day and night. They are still in the minority. But they have learned how to be patient and to bide their time. The feel—they know, indeed—that the time is coming, in spite of all opposition, all persecution, when this emancipating gospel will spread among all the peoples, and when this minority will become the triumphant majority and, sweeping into power, inaugurate the greatest social and economic change in history.

In that day we shall have the universal commonwealth—not the destruction of the nation, but, on the contrary, the harmonious cooperation of every nation with every other nation on earth. In that day war will curse this earth no more.

I draw this inference from the fact that in the next quarter resistance to capitalistic methods began to take shape in such legislation as the Interstate Commerce Law and the Sherman Act, and almost at the opening of the present century a progressively rigorous opposition found for its mouthpiece the President of the Union himself. History may not be a very practical study, but it teaches some useful lessons, one of which is that nothing is accidental, and that if men move in a given direction, they do so in obedience to an impulsion as automatic as is the impulsion of gravitation. For our own parts, we see no reason why women should be better kept under control rather than educated to be mans rational equal.

If you ask me what offices women may fill, I reply—any. I do not care what case you put; let them be sea-captains, if you will. I do not doubt there are women well fitted for such an office, and, if so, I should be glad to welcome the Maid of Saragossa. I think women need, especially at this juncture, a much greater range of occupation than they have, to rouse their latent powers. In families that I know, some little girls like to saw wood, and others to use carpenters' tools. Where these tastes are indulged, cheerfulness and good-humor are promoted. Where they are forbidden, because "such things are not proper for girls," they grow sullen and mischievous.

Men pay a heavy price for their reluctance to encourage self-help and independent resources in women. There is a notion commonly entertained among men that an instructed woman, capable of having opinions, is likely to prove an unpractical yoke-fellow, always pulling one way when her husband wants to go the other, oracular in tone, and prone to give lectures. But surely, so far as obstinacy is concerned, your unreasoning animal is the most difficult of your creatures. For our own parts, we see no reason why women should be better kept under control rather than educated to be mans rational equal.

If you ask me what offices women may fill, I reply—any. I do not care what case you put; let them be sea-captains, if you will. I do not doubt there are women well fitted for such an office, and, if so, I should be glad to welcome the Maid of Saragossa. I think women need, especially at this juncture, a much greater range of occupation than they have, to rouse their latent powers. In families that I know, some little girls like to saw wood, and others to use carpenters' tools. Where these tastes are indulged, cheerfulness and good-humor are promoted. Where they are forbidden, because "such things are not proper for girls," they grow sullen and mischievous.

Men pay a heavy price for their reluctance to encourage self-help and independent resources in women. The precious meridian years of many a man of genius have to be spent in the toil of routine, that an "establishment" may be kept up for a woman who can understand none of his secret yearnings, who is fit for nothing but to sit in her drawing-room like a doll-Madonna in her shrine. No matter. Anything is more endurable than to change our established formulae about women, or to run the risk of looking up to our wives instead of looking down on them. So men say of women, let them be idols, useless absorbents of previous things, provided we are not obliged to admit them to be strictly fellow-beings, to be treated, one and all, with justice and sober reverence.

Why you have called me from the Black Belt of the South, from among my humble people, to share in the honors of this occasion, is not for me to explain; and yet it may not be inappropriate for me to suggest that it seems to me that one of the most vital questions that touch our American life, is how to bring the strong, wealthy and learned into helpful touch with the poorest, most ignorant, and humble and at the same time, make the one appreciate the vitalizing, strengthening influence of the other.

How shall we make the mansions on Beacon street feel and see the need of the spirits in the lowliest cabin in the Alabama cotton fields or the Louisiana sugar bottoms? This problem Harvard University is solving, not by bringing itself down, but by bringing the masses up.

If through me, an humble representative, seven millions of my people in the South might be permitted to send a message to Harvard — Harvard that offered up on death's altar, young Shaw, and Russell, and Lowell and scores of others, that we might have a free and united country, that message would be: Tell them that the sacrifice was not in vain. Tell them that by the way of the shop, the field, the skilled hand, habits of thrift and economy, by way of industrial school and college, we are coming.

We are crawling up, working up, yea, bursting up. Often through oppression, unjust discrimination and prejudice, but through them all we are coming up, and with proper habits, intelligence and property, there is no power on earth that can permanently stay our progress.

The war will soon end and the armies will return to their native lands. To many a family, the men will never come back. The husband, who returns to many a wife, will eat no bread the rest of his life save of her earning. What then, will happen after the war? Will the widows left with families to support cheerfully leave their well-paid posts for those commanding lower wages? Not without protest! Will the wives who now must support crippled husbands give up their skilled work and take up the occupations which were open to them before the war? Will they resignedly say: "The woman who has a healthy husband who can earn for her, has a right to tea and raisin cake, but the woman who earns for herself and a husband who has given his all to his country, must be content with tasteless bread?" Not without protest! On the contrary, the economic axiom, denied and evaded for centuries, will be blazoned on every factory, counting house and shop: "Equal pay for equal work"; and common justice will slowly, but surely enforce that law. The European woman has risen. She may not realize it yet, but the woman "doormat" in every land has unconsciously become a "door-jamb." She will have become accustomed to her new dignity by the time the men come home. She will wonder how she ever could have been content lying across the threshold now that she discovers the upright jamb gives so much broader and more normal a vision of things. The men returning may find the new order a bit queer but everything else will be strangely unfamiliar too, and they will soon grow accustomed to all the changes together. The "jamb" will never descend into a "doormat" again.

The male and female anti-suffragists of all lands will puff and blow at the economic change which will come to the women of Europe. They will declare it to be contrary to Nature and to God's plan and that somebody ought to do something about it. Suffragists will accept the change as the inevitable outcome of an unprecedented world's cataclysm over which no human agency had any control and will trust in God to adjust the altered circumstances to the eternal evolution of human society. They will remember that in the long run, all things work together for good, for progress and for human weal.

The economic change is bound to bring political liberty. From every land, there comes the expressed belief that the war will be followed by a mighty, oncoming wave of democracy for it is now well known that the conflict has been one of governments, of kings and czars, kaisers and emperors — not of peoples. The nations involved have nearly all declared that they are fighting to make an end of wars. New and higher ideals of governments and of the rights of the people under them, have grown enormously during the past two years. Another tide of political liberty, similar to that of 1848, but of a thousand-fold greater momentum, is rising from battlefield and hospital, from camp and munitions factory, from home and church which, great men of many lands, tell us, is destined to sweep over the world. On the continent, the women say, "It is certain that the vote will come to men and women after the war, perhaps not immediately but soon. In Great Britain, which was the storm centre of the suffrage movement for some years before the war, hundreds of bitter, active opponents have confessed their conversion on account of the war services of women. Already, three great provinces of Canada, Manitoba, Alberta, and Saskatchewan, have given universal suffrage to their women in sheer generous appreciation of their war work.

I believe, Your Honor, in common with all Socialists, that this nation ought to own and control its own industries. I believe, as all Socialists do, that all things that are jointly needed and used ought to be jointly owned—that industry, the basis of life, instead of being the private property of the few and operated for their enrichment, ought to be the common property of all, democratically administered in the interest of all.

John D. Rockefeller has today an income of sixty million dollars a year, five million dollars a month, two hundred thousand dollars a day. He does not produce a penny of it. I make no attack upon Mr. Rockefeller personally. I do not in the least dislike him. If he were in need, and it were in my power to serve him, I should serve him as gladly as I would any other human being. I have no quarrel with Mr. Rockefeller personally, nor with any other capitalist. I am simply opposing a social order in which it is possible for one man who does absolutely nothing that is useful, to amass a fortune of hundreds of millions of dollars, while millions of men and women who work all of the days of their lives secure barely enough for existence.

This order of things cannot always endure. I have registered my protest against it. I recognize the feebleness of my effort, but, fortunately, I am not alone. There are multiplied thousands of others who, like myself, have come to realize that before we may truly enjoy the blessings of civilized life, we must reorganize society upon a mutual and cooperative basis; and to this end we have organized a great economic and political movement that spreads over the face of all the earth.

There are today upwards of sixty millions of Socialists, loyal, devoted adherents to this cause, regardless of nationality, race, creed, color, or sex. They are all making common cause. They are spreading the propaganda of the new social order. They are waiting, watching, and working through all the hours of the day and night. They are still in the minority. But they have learned how to be patient and to bide their time. The feel—they know, indeed—that the time is coming, in spite of all opposition, all persecution, when this emancipating gospel will spread among all the peoples, and when this minority will become the triumphant majority and, sweeping into power, inaugurate the greatest social and economic change in history.

In that day we shall have the universal commonwealth—not the destruction of the nation, but, on the contrary, the harmonious cooperation of every nation with every other nation on earth. In that day war will curse this earth no more.

In 1889, four new States were admitted to the union, not one possessing a republican form of government as required by the Federal constitution, not one recognizing the rights of one half their citizens to self government. The defeat of woman suffrage was remarkable because in each of these four States a battle was fought in its favor by women. The new state of Washington is especially noticeable as three times under territorial laws woman had gained and used the ballot. Eighteen hundred and eighty-nine will not soon be forgotten by the friends of woman suffrage. Forty-one years after the first convention making such demand, four new States which at that period were unknown portions of the world, their very names yet to be given, if at all on geography or atlas, noted as desert lands, but now possessing tens of thousands of inhabitants, have this year come into the union denying the first principles upon which this government purports to be founded, equality of rights and self government.

We are told the country is in a dangerous condition with tens of thousands uncultured emigrants yearly pouring onto its shores. We are told our flag is hissed by anarchists who have 25,000 drilled men at their command. We are told the experiment of free government in towns and cities is a failure, but what danger from ignorant emigrants so great, what peril from anarchists so near, what experiment of free government such an utter failure as the admission of four new States largely populated by native-born American citizens, men and women of American birth, the young, the cultured, wide-awake business men and business women, under denial of the first principles of freedom?

The danger menacing our country does not lie with the foreigners, nor the Anarchists, nor in municipal mismanagement. Free institutions are jeopardized because the country is false to its principles in the case of one-half of its citizens. But back of this falsity away down to the depths of causes deep in the hidden darkness of men's minds, must we look for the source of this perennial wrong. To a person of thought this is easily found in early religious training. Men have not yet learned to regard woman as a being of equal creation with themselves. Do not yet believe that she stands on a par with them in natural rights even to the air she breathes. In order to secure victory for woman we must unfetter the minds of men from religious bondage.

We have petitioned legislatures and congress, we have appeared before committees with the best arguments founded on justice, we have educated men politically, and yet the victory is not ours because the teachings of the church have stood in the way. Now our warfare must be upon another plan, now we must free men from that bondage of the will which is the most direful form of slavery, now we must show the falsity of that reed upon which men lean. In the old anti-slavery times men did not hesitate to call the American Church the bulwark of American slavery. In like manner to-day we shall proclaim the Church-American, English, Greek, Protestant, Catholic-to be the bulwark of woman's slavery. Man trained by the church from infancy that woman is secondary and inferior to him, made for him, to be obedient to him, the same idea permeating the Jewish and all Christian churches, all social, industrial and educational life, all civil and religious institutions, it is no subject of astonishment, if one gives a moment's thought, that woman's political enfranchisement is so long delayed.

The male element is a destructive force, stern, selfish, aggrandizing, loving war, violence, conquest, acquisition, breeding in the material and moral world alike discord, disorder, disease, and death. See what a record of blood and cruelty the pages of history reveal! Through what slavery, slaughter, and sacrifice, through what inquisitions and imprisonments, pains and persecutions, black codes and gloomy creeds, the soul of humanity has struggled for the centuries, while mercy has veiled her face and all hearts have been dead alike to love and hope!

The male element has held high carnival thus far; it has fairly run riot from the beginning, overpowering the feminine element everywhere, crushing out all the diviner qualities in human nature, until we know but little of true manhood and womanhood, of the latter comparatively nothing, for it has scarce been recognized as a power until within the last century. Society is but the reflection of man himself, not tempered by woman's thought; the hard iron rule we feel alike in the church, the state, and the home. No one need wonder at the disorganization, at the fragmentary condition of everything, when we remember that man, who represents but half a complete being, with but half an idea on every subject, has undertaken the absolute control of all sublunary matters.

People object to the demands of those whom they choose to call the strong-minded, because they say "the right of suffrage will make the women masculine." That is just the difficulty in which we are involved today. Though disfranchised, we have few women in the best sense; we have simply so many reflections, varieties, and dilutions of the masculine gender. The strong, natural characteristics of womanhood are repressed and ignored in dependence, for so long as man feeds woman she will try to please the giver and adapt herself to his condition.

While the Gutenberg press was perhaps one of the greatest inventions of all time, we should not let its importance blind us to other very important events in the history of linguistic development. Granted, the efficiency of printing allowed for the dissemination of much learning in Europe. Still, such printing was not unique to Europe, and even in the scope of world history, there are several events that are equally as miraculous regarding the transmission of knowledge.

For instance, most people overlook the amazing nature of the first time that human beings communicated with spoken language. Perhaps there were simple signs by which these early humans could indicate their needs to each other; however, when the first event of person-to-person speech occurred, it was far more marvelous than simple practical communication. Such speech was like a sharing in ideas. When true speech happened, persons were able to communicate knowledge to each other, freeing it from its isolation in one lonely person. By means of such speech, knowledge could be orally transmitted from generation to generation, thus preserving wisdom in a way that is completely impossible without speech.

Of course, such spoken tradition is very fragile, relying on memories and stories that are passed down from generation to generation. For this reason, the invention of writing is extremely important. In contrast to the spoken word, the written word can continue to exist and be useful so long as it can be read intelligently. Likewise, much more can be recorded than ever could be remembered by someone with the best of memories. Indeed, once these records are written, copies can be sent to anyone who is able to read the language in question. Just so, it can be translated into written copies to be read by others. For these (as well as many other reasons) the invention of writing was a very significant event in history, greatly expanding the possibilities for the exchange of knowledge.

Thus, the printing press is quite important, but it is part of a larger story. Like both spoken and written communication, it allows human beings to communicate knowledge not only to each other but also across multiple generations. Often, we think of the press merely in its ability to provide a great number of books in a short period of time; however, when considered as a chapter in this longer tale, it likewise appears as the means by which humanity is able to conquer time by allowing the knowledge of today to live for multiple generations.

I proceed to inquire whether the federal government or the state governments will have the advantage with regard to the predilection and support of the people. Notwithstanding the different modes in which they are appointed, we must consider both of them as substantially dependent on the great body of the citizens of the United States. I assume this position here as it respects the first, reserving the proofs for another place. The federal and state governments are in fact but different agents and trustees of the people, constituted with different powers, and designed for different purposes. The adversaries of the Constitution seem to have lost sight of the people altogether in their reasonings on this subject, and to have viewed these different establishments not only as mutual rivals and enemies, but as uncontrolled by any common superior in their efforts to usurp the authorities of each other. These gentlemen must here be reminded of their error. They must be told that the ultimate authority, wherever the derivative may be found, resides in the people alone, and that it will not depend merely on the comparative ambition or address of the different governments, whether either, or which of them, will be able to enlarge its sphere of jurisdiction at the expense of the other. Truth, no less than decency, requires that the event in every case should be supposed to depend on the sentiments and sanction of their common constituents.

In the middle rank of life, to continue the comparison, men, in their youth, are prepared for professions, and marriage is not considered as the grand feature in their lives; whilst women, on the contrary, have no other scheme to sharpen their faculties. It is not business, extensive plans, or any of the excursive flights of ambition, that engross their attention; no, their thoughts are not employed in rearing such noble structures. To rise in the world, and have the liberty of running from pleasure to pleasure, they must marry advantageously, and to this object their time is sacrificed, and their persons often legally prostituted. A man when he enters any profession has his eye steadily fixed on some future advantage (and the mind gains great strength by having all its efforts directed to one point) and, full of his business, pleasure is considered as mere relaxation; whilst women seek for pleasure as the main purpose of existence. In fact, from the education, which they receive from society, the love of pleasure may be said to govern them all; but does this prove that there is a sex in souls? It would be just as rational to declare that the courtiers in France, when a destructive system of despotism had formed their character, were not men, because liberty, virtue, and humanity, were sacrificed to pleasure and vanity.—Fatal passions, which have ever domineered over the whole race!

The same love of pleasure, fostered by the whole tendency of their education, gives a trifling turn to the conduct of women in most circumstances: for instance, they are ever anxious about secondary things; and on the watch for adventures, instead of being occupied by duties.

A man, when he undertakes a journey, has, in general, the end in view; a woman thinks more of the incidental occurrences, the strange things that may possibly occur on the road; the impression that she may make on her fellow travelers; and, above all, she is anxiously intent on the care of the finery that she carries with her, which is more than ever a part of herself, when going to figure on a new scene; when, to use an apt French turn of expression, she is going to produce a sensation.—Can dignity of mind exist with such trivial cares? This observation should not be confined to the fair sex; however, at present, I only mean to apply it to them.

The order of our investigation of the different sections of the proletariat follows naturally from the foregoing history of its rise. The first proletarians were connected with manufacture, were engendered by it, and accordingly, those employed in manufacture, in the working up of raw materials, will first claim our attention. The production of raw materials and of fuel for manufacture attained importance only in consequence of the industrial change, and engendered a new proletariat, the coal and metal miners. Then, in the third place, manufacture influenced agriculture, and in the fourth, the condition of Ireland; and the fractions of the proletariat belonging to each, will find their place accordingly. We shall find, too, that the factory hands are most enlightened as to their own interests, the miners somewhat less so, the agricultural laborers scarcely at all. We shall find the same order again among the industrial workers, and shall see how the factory hands, eldest children of the industrial revolution, have from the beginning to the present day formed the nucleus of the Labour Movement, and how the others have joined this movement just in proportion as their handicraft has been invaded by the progress of machinery. We shall thus learn from the example which England offers, from the equal pace which the Labour Movement has kept with the movement of industrial development, the historical significance of manufacture.

Since, however, at the present moment, pretty much the whole industrial proletariat is involved in the movement, and the condition of the separate sections has much in common, because they all are industrial, we shall have first to examine the condition of the industrial proletariat as a whole, in order later to notice more particularly each separate division with its own peculiarities.

It has been already suggested that manufacture centralizes property in the hands of the few. It requires large capital with which to erect the colossal establishments that ruin the petty trading bourgeoisie and with which to press into its service the forces of Nature, so driving the hand labour of the independent workman out of the market. The division of labour, the application of water and especially steam, and the application of machinery, are the three great levers with which manufacture, since the middle of the last century, has been busy putting the world out of joint. Manufacture, on a small scale, created the middle-class; on a large scale, it created the working-class, and raised the elect of the middle-class to the throne, but only to overthrow them the more surely when the time comes. Meanwhile, it is an undeniable and easily explained fact that the numerous, petty middle-class of the “good old times” has been annihilated by manufacture, and resolved into rich capitalists on the one hand and poor workers on the other.

The centralizing tendency of manufacture does not, however, stop here. Population becomes centralized just as capital does; and, very naturally, since the human being, the worker, is regarded in manufacture simply as a piece of capital for the use of which the manufacturer pays interest under the name of wages. A manufacturing establishment requires many workers employed together in a single building, living near each other and forming a village of themselves in the case of a good-sized factory. They have needs for satisfying which other people are necessary; handicraftsmen, shoemakers, tailors, bakers, carpenters, stonemasons, settle at hand. The inhabitants of the village, especially the younger generation, accustom themselves to factory work, grow skillful in it, and when the first mill can no longer employ them all, wages fall, and the immigration of fresh manufacturers is the consequence. So the village grows into a small town, and the small town into a large one. The greater the town, the greater its advantages. It offers roads, railroads, canals; the choice of skilled labour increases constantly, new establishments can be built more cheaply because of the competition among builders and machinists who are at hand, than in remote country districts, whither timber, machinery, builders, and operatives must be brought; it offers a market to which buyers crowd, and direct communication with the markets supplying raw material or demanding finished goods. Hence the marvelously rapid growth of the great manufacturing towns. The country, on the other hand, has the advantage that wages are usually lower than in town, and so town and country are in constant competition; and, if the advantage is on the side of the town to-day, wages sink so low in the country to-morrow, that new investments are most profitably made there. But the centralizing tendency of manufacture continues in full force, and every new factory built in the country bears in it the germ of a manufacturing town. If it were possible for this mad rush of manufacture to go on at this rate for another century, every manufacturing district of England would be one great manufacturing town, and Manchester and Liverpool would meet at Warrington or Newton; for in commerce, too, this centralization of the population works in precisely the same way, and hence it is that one or two great harbors, such as Hull and Liverpool, Bristol, and London, monopolize almost the whole maritime commerce of Great Britain.
